The analysed issues, namely the action of individual actors and party entities on countries joining the European Union, the scrutiny on community law, the incorporation of the EU legislation in Portugal or the influence on the relations with the former colonies amount in a profound knowledge of the matter. Besides the practical orientation and reconciliation functions, the political philosopher should question the limits of the social possibility \u2013 a task named by Rawls as \u201crealistic utopia\u201d. Ample and politically functional, both in the context of domestic society as in the international society horizon, the idea of realistic utopia regenerates our sense of justice, referring to specific conceptions of peace, democracy and human rights. Succinctly, this idea illustrates the hope of constructing a fairer political world, extensible far beyond our horizon and opened to cultural, religious and political differences, as well as respectful of the individual convictions and the self-determination of peoples. The study of these political careers allows the reader to understand the interviewees\u2019 choices and the constraints found within them. The study of these choices and their constraints allows us to understand a system where the market privileges a certain type of personal profile. These interviews allow us to build an analysis of the socio-demographic profile, the type of political interest of the subjects, the type of recruitment and career within a party and the level of political professionalization of the interviewees. Understanding what happened a little less than a decade ago may contribute to a bigger and better knowledge of the present and the future of this region in what has become the Aquiles\u2019 heel of the Old Continent. This work also analyses what took place before and after the conflict. On one hand there is an analysis on the causes of the bombings and on the other hand an analysis on the reality of today. The application of game theory as a way to analyse this problem allows a more filtered and clearer scrutiny when searching for syntheses and models. This difference is structural, but tends to be forgotten from the scientific point of view\u00a0and the public discussion. In a moment where the European Union is walking a path contrary to the one professed here, and while trying to alter the constitutions of its members after the fail of an European Constitution, the tone of these pages clashes, but in doing so, acquires a freer analysis and discussion, outside the usual oppositions between\u00a0<\/span>federalists<\/em>\u00a0and\u00a0<\/span>sovereignists<\/em>, or\u00a0<\/span>europeanists<\/em>\u00a0and\u00a0<\/span>eurosceptics<\/em>. Esta cole\u00e7\u00e3o interessa por isso, a todos aqueles que pensam, se interrogam ou se dedicam \u00e0 observa\u00e7\u00e3o, an\u00e1lise e estudo da pol\u00edtica.<\/p>\r\n PUBLICA\u00c7\u00d5ES<\/strong><\/p>\r\n Portugal e as Organiza\u00e7\u00f5es Internacionais: Comportamentos, Mensagens e Impactos<\/em> apresenta narrativas que, com base em diferentes abordagens, analisam a participa\u00e7\u00e3o portuguesa em institui\u00e7\u00f5es coletivas, longe de transmitirem a ideia de um processo linear, as narrativas demonstram como a presen\u00e7a em organiza\u00e7\u00f5es internacionais foi utilizada por Portugal enquanto fator de legitima\u00e7\u00e3o e de defesa dos interesses nacionais, evidenciando o pa\u00eds, em algumas circunst\u00e2ncias, capacidade para influenciar as decis\u00f5es. As quest\u00f5es analisadas, designadamente a atua\u00e7\u00e3o de atores individuais e de entidades apartid\u00e1rias na ades\u00e3o \u00e0 Uni\u00e3o Europeia, o escrut\u00ednio sobre o direito comunit\u00e1rio, a incorpora\u00e7\u00e3o da legisla\u00e7\u00e3o europeia em Portugal ou a influ\u00eancia nas rela\u00e7\u00f5es com as antigas col\u00f3nias resultam num conhecimento mais aprofundado do tema. As narrativas demonstram a exist\u00eancia de um discurso e de uma imagem bastante positiva do envolvimento portugu\u00eas em institui\u00e7\u00f5es coletivas, sem que contudo sejam ignorados os momentos mais dif\u00edceis nas rela\u00e7\u00f5es entre Portugal e as organiza\u00e7\u00f5es internacionais.<\/p>\r\n No liberalismo pol\u00edtico rawlsiano, a \"utopia realista\" substancia uma das tarefas da filosofia pol\u00edtica como parte da cultura pol\u00edtica p\u00fablica da sociedade. A par das fun\u00e7\u00f5es pr\u00e1ticas de orienta\u00e7\u00e3o e de reconcilia\u00e7\u00e3o, ao fil\u00f3sofo pol\u00edtico cabe indagar os limites da possiblidade social - tarefa a que Rawls designa \"utopia realista\". Ampla e politicamente funcional, tanto no contexto da sociedade dom\u00e9stica quanto no horizonte da sociedade internacional, a ideia de utopia realista regenera o nosso sentido de justi\u00e7a, remetendo para conce\u00e7\u00f5es especificas de paz, democracia e direitos humanos. Sucintamente, esta ideia ilustra a esperan\u00e7a na constru\u00e7\u00e3o de um mundo politicamente mais justo, extens\u00edvel muito para al\u00e9m do nosso horizonte e aberto a diferen\u00e7as culturais, religiosas, pol\u00edticas, etc., respeitador das convic\u00e7\u00f5es dos indiv\u00edduos e da autodetermina\u00e7\u00e3o dos povos. Num ambiente de descontentamento geral face \u00e0 sociedade, s\u00f3 nos resta exercitar a reflex\u00e3o pol\u00edtica esbarrando contra a realidade, evitando e superando os erros do passado, sem sacrificar os outros e as gera\u00e7\u00f5es vindouras.<\/p>\r\n A \"Biografia do Poder\" apresenta a an\u00e1lise dos padr\u00f5es da carreira pol\u00edtica encontrados entre dezanove deputados do Partido Socialista (PS) e do Partido Social-Democrata (PSD) da XIX legislatura, partindo da perce\u00e7\u00e3o dos entrevistados acerca da sua biografia pol\u00edtica. O estudo das carreiras pol\u00edticas permite-nos aferir das escolhas dos indiv\u00edduos e da rela\u00e7\u00e3o entre essas escolhas e os constrangimentos institucionais, num sistema de oferta-procura onde s\u00e3o privilegiados determinados perfis. Desta forma, estas entrevistas permitiram-nos fazer uma an\u00e1lise dos perfil sociodemogr\u00e1fico, do tipo de interesse suscitado pela pol\u00edtica, do tipo de recrutamento, da carreira partid\u00e1ria e o n\u00edvel de profissionaliza\u00e7\u00e3o pol\u00edtica dos entrevistados. Em suma, este estudo apresenta uma fotografia da forma\u00e7\u00e3o, socializa\u00e7\u00e3o e ascens\u00e3o de agentes pol\u00edticos no contexto democr\u00e1tico portugu\u00eas, tendo como refer\u00eancia a perce\u00e7\u00e3o dos deputados sobre a sua carreira pol\u00edtica.<\/p>\r\n Abordar o Or\u00e7amento Participativo \u00e9 desafiador, pois trata-se de um instrumento que eleva a participa\u00e7\u00e3o social a um n\u00edvel de decis\u00e3o de grande import\u00e2ncia no contexto das finan\u00e7as p\u00fablicas. Esta obra tenta explicar e exemplificar como dois munic\u00edpios, um sediado em Portugal e outro no Brasil, distintos pol\u00edtica, social e economicamente, vem inserindo a comunidade em decis\u00f5es sobre o uso e aplica\u00e7\u00e3o de recursos p\u00fablicos. Entender o que aconteceu h\u00e1 pouco mais de uma d\u00e9cada neste calcanhar de Aquiles do Velho Continente pode contribuir para um maior e melhor conhecimento do presente e do futuro \u2013 este livro lan\u00e7a o olhar sobre tal.
